she liberal democrat councillor in suffolk 1991 2005, representing needham market on mid suffolk district council (1991–94) , bosmere on suffolk county council (1993-2005). held number of positions on county council, including group leader in joint administration labour party. appointed local government association transport executive in 1997, became chair in 2001 , vice-president of organisation. represented uk local government in europe member of committee of regions 1997 2001 , part of north sea commission.

on 11 may 2000, created life peer baroness scott of needham market, of needham market in county of suffolk.
baroness scott has served on numerous committees in house of lords, including domestic liaison committee , constitution committee. served on joint committee on draft house of lords reform bill july 2011 march 2012, taking view house of lords needs major reform. serves on european union committee , chairs energy , environment sub-committee.
liberal democrats
in 2008, stood down liberal democrat spokesperson communities , local government concentrate on being candidate president of liberal democrats. on 8 november 2008, announced had won ballot of party members become president of liberal democrats, beating lembit Öpik margin of 72% 22%. took office president on 1 january 2009. later stood down president , succeeded tim farron in 2011.
