staveley attended royal naval staff college @ greenwich in 1959 , joined staff of commander-in-chief, nore. promoted commander on 31 december 1961, given command of minesweeper hms houghton in january 1962 , saw service on coastal patrol during indonesia–malaysia confrontation later year. after tour commander, sea training 1964, given command of frigate hms zulu in october 1967 , promoted captain on appointment assistant director of naval plans @ ministry of defence on 31 december 1967. went on command amphibious warfare ship hms intrepid flag captain second-in-command of far east fleet in november 1970 , given command of aircraft carrier hms albion in may 1972. attended royal college of defence studies in 1973 , became director of naval plans @ ministry of defence in february 1974 , flag officer second flotilla in october 1976. promoted rear admiral on 7 january 1977 , became flag officer, carriers & amphibious ships , nato commander, carrier striking group 2 in march 1977. went on chief of staff commander-in-chief fleet in october 1978 and, having been promoted vice admiral on 11 april 1980, became vice chief of naval staff in july 1980. appointed knight commander of order of bath in 1981 birthday honours.


staveley promoted full admiral on 29 october 1982 on appointment commander-in-chief fleet , nato commander-in-chief, channel , commander-in-chief eastern atlantic. advanced knight grand cross of order of bath in 1984 birthday honours, became first sea lord , chief of naval staff on 2 august 1985. in role fought hard fleet large enough meet nato commitments. promoted admiral of fleet on retirement in may 1989.
