amongst first construction problems experienced lack of supply of carrier-grade steel due inability of russia supply ab/a grade steel. finally, defence metallurgical research laboratory (dmrl) worked steel authority of india limited (sail) create suitable production facilities steel in india. sail steel plants of steel @ bhilai, rourkela, durgapur , bokaro manufactured 26,000 tonnes of 3 special steels being used hull, flight deck , floor compartments of carrier.


the keel vikrant laid defence minister a.k. antony @ cochin shipyard on 28 february 2009. ship uses modular construction, 874 blocks joined hull. time keel laid, 423 blocks weighing on 8,000 tonnes had been completed. construction plan called carrier launched in 2010, when displace 20,000 tonnes, larger displacement not accommodated in building bay. planned after year’s development in refit dock, carrier launched when major components, including underwater systems, in place. outfitting carried out after launch. per cabinet committee on security (ccs), sea trials planned commence in 2013, ship commissioned in 2014.


in march 2011, reported project had been affected delay in delivery of huge main gearboxes carrier. supplier, elecon engineering, had work around number of technical complexities due length of propulsion shafts. other issues resulting in delays included accident diesel generator , issue alignment. in august 2011, defence ministry reported lok sabha 75% of construction work hull of lead carrier had been completed , carrier first launched in december 2011, following further works completed until commissioning. on 29 december 2011, completed hull of carrier first floated out of dry dock @ csl, displacement @ on 14,000 tonnes. interior works , fittings on hull carried out until second half of 2012, when again dry-docked integration propulsion , power generation systems.


in july 2012, times of india reported construction of vikrant has been delayed 3 years, , ship ready commissioning 2017. again in november 2012, ndtv reported cost of aircraft carrier had increased , delivery has been delayed @ least 5 years , expected indian navy after 2018 against scheduled date of delivery of 2014. work has begun next stage includes installation of integrated propulsion system. italian defence company avio installing integrated platform management system (ipms).


in july 2016, comptroller & auditor general (cag) published 2014 project plan, supplied cochin shipyard, shows expected completion date in 2023, though navy hopes partially commission ship before date. production of hal tejas has been rescheduled, chief air chief marshal arup raha indicating 20 iaf mk1 aircraft delivered end of 2018, 80 mk1a delivered between 2021 , 2027, mk2 naval variant entering production time later

in july 2013, defence minister k antony announced vikrant launched on 12 august @ cochin shipyard. after launch, vikrant re-docked completion of rest of work including flight deck. according vice admiral robin dhowan, 83% of fabrication work , 75% of construction work has been completed. said 90% of body work of aircraft carrier had been designed , made in india, 50% of propulsion system, , 30% of fighting capability of carrier indian. said ship equipped long range missile system multi-function radar , close-in weapon system (ciws). ship launched elizabeth antony, wife of defence minister k antony on 12 august 2013. sea trials expected begin in 2019 commissioning expected in 2020
