set in march 1975, few months after events of peace walker, players control returning protagonist snake, known big boss (akio Ōtsuka/kiefer sutherland), works militaires sans frontières (commonly abbreviated msf) infiltrate american black site on cuban soil called camp omega. once used refugee camp people fleeing cuba , haiti, camp omega home old prison being used extraordinary rendition has no legal recognition under united states constitution. snake s main objectives extraction of paz ortega andrade (tara strong/nana mizuki), has information regarding whereabouts of person or persons known cipher; , ricardo chico valenciano libre (antony del rio/kikuko inoue), sandinista , former child soldier captured skull face (james horan/takaya hashi), commander of paramilitary force xof, in control of camp omega. snake s mission supported kazuhira kaz miller (robin atkin downes/tomokazu sugita) , dr. huey emmerich (christopher randolph/hideyuki tanaka) msf s mother base in caribbean sea.
story
in aftermath of peace walker incident, paz ortega andrade missing , presumed dead. under direction of kazuhira miller , huey, militaires sans frontières turn attention upcoming inspection un amid suspicions possess nuclear weapon, msf believe attempt cipher organization stifle them. preparations interrupted when msf agents in cuba investigate reports paz survived , has been detained @ camp omega. situation complicated when ricardo chico valenciano libre attempts rescue , captured. believing both of them compromise msf, snake sent infiltrate camp omega , extract them if alive, or confirm dead , if so, determine revealed captors. snake recognizes value in rescuing paz, believes doing convince cipher stand down while paz more willing discuss cipher s activities msf.
snake infiltrates camp omega mysterious special forces unit known xof departs. locates , extracts chico, claims paz dead. using recording chico gives him, snake , miller deduce paz alive, , moved deeper camp. sneaks camp omega , manages rescue paz well, group escaping via msf helicopter designated morpho one. however, on way mother base, chico discovers paz surgically implanted bomb, prompting snake , msf medic remove hand. arrive mother base see in flames xof forces attack. morpho 1 lands long enough snake rescue whatever staff can , miller, claims un inspection nothing ruse xof ambush, destroys mother base. attempt escape xof, paz regains consciousness , warns there second bomb inside body. knowing die, jumps out, trying throw herself clear of helicopter. succeeds, explosion causes morpho spiral out of control , collide pursuing xof helicopter.
the epilogue reveals united states government downplayed msf s destruction , attempted cover dealings organization, many of msf s clients. there no known survivors of assault, apart snake, miller, , huey.
in post-credits scene, set prior snake s arrival @ camp omega, paz being interrogated skull face, commander of xof, demands whereabouts of cipher / zero, paz had met 0 in person. paz gives in , agrees tell him 0 s location before scene ends.
by collecting audio cassette tapes around base, revealed huey arranged united nations come mother base against both snakes , miller s objections, prompting hide nuclear equipped metal gear zeke underwater. other recordings reveal paz , chico tortured, physically , psychologically, information msf base. chico, after being tortured , forced sexually assault paz, tells skull face location of base , defenses there are. in later recording, paz heard calling chico coward , traitor giving information, in final tape records herself saying forgives chico , not have made through torturous interrogations without him.
side ops
ground zeroes contains 4 additional missions, known side ops, take place in weeks before events of main storyline. in game s universe, labelled pseudo-historical recreations . in first mission, snake sent u.s. naval prison facility in cuba eliminate or extract marine corps sniper team hiding @ facility avoid extradition laos, stand accused of war crimes. suspicious facility s purpose, msf station spy—revealed series creator, hideo kojima, reprising similar cameo in peace walker—in camp, requests emergency evacuation. snake provides support air long enough him escape. unable plant agent of own, msf send snake in make contact undercover informant posing guard. discovers informant has set trap him, able secure recording made guard. finally, evidence base illegal black site, snake returns in advance of airborne assault sabotage facility s anti-aircraft defences. although successful, promised assault replaced airstrike, leaving him stranded in middle of base fighter jets inbound. after escaping, , kaz miller speculate entire affair—from camp s conversion black site aborted assault—were series of plots orchestrated cipher, first establish compound outside legal jurisdiction , later disrupt militaires sans frontières operations.
