in 1990 municipality subdivided 21 stadsdelsnämnder (district boards), translated boroughs, not. in 2009 2 district boards of frölunda , högsbo joined together. has been decided start of 2011 many more joined leaving 10 new district boards. boards carry responsibility primary school, social, leisure, , cultural services within respective areas. in election of 1998 3 boroughs (askim, torslanda , Älvsborg) held local referendums on forming own municipalities, petitions rejected government of sweden.
