in february 2007, parts of bolivian region of la paz brought standstill 20,000 miners took roads , streets protest tax hike complementary mining tax (icm) morales government. protesting miners threw dynamite , clashed passing by. morales government had attempted head-off demonstration announcing on february 5, 2007, tax increase not directed @ 50,000 miners co-op members @ larger private mining companies. did not dissuade thousands of protestors had gathered nearby capital in less affluent city of el alto.
